  EXCISE SECTION

Nature of work performed by the Section

The District Magistrate & Collector, Nadia exercise general control over the Excise Administration through the Addl. District Magistrate, Nadia who is also the Ex-officio Collector of the District. The Superintendent of Excise is in charge of the Excise Section and acts under the Collector of Excise, Nadia as technical advisor.

The main function of the Excise Section  is to regulate, control and supply Government authorized liquor and to curb excise crimes.

They are to operate (i) The B.E. Act, 1909 (ii) The M & T.P. Act., 1955 (iii) Molasses Control Act. 1973 and (iv) The N.D.P.S. Act. 1985

The Excise District of Nadia consists of two ranges viz. Sadar (Krishnanagar) and Ranaghat ranges. D.E. Collectors are in-charge of the ranges. Each range consists of two circles. Sub-inspector of Excise is in charge of each circle. There is also a preventive unit named S.E.'s Special Squad which is manned by one S.I. of Excise. Apart from those the Brewery at Kalyani and C.S. Warehouse at Krishnanagar are manned by one Deputy Excise Collector each. Three S.I. of Excise work under D.E. Collector , Kalyani. The O.C.'s of the Circle are assisted by A.S.I. of Excise and Excise constable.

  • Collection of various Forms and Registers from the Press & Forms Office, Government of West Bengal, Kolkata-700 027
  • Collection of R.R. Books and D.C.R. Books from the Saraswati / Shilpabrata Printing Press Ltd., Kolkata
  • Maintenance of Stock Registers of those Forms & Registers
  • Delivery of Stationery articles, Forms, Registers etc. to the different Sections / Offices under this collectorate against regular Indents
  • Keeping account of and distribution of Books "Swadhinata Sangram Nadia" and "Nadia Smarak Grantha" on demand
  • Arrangement for local printing of Forms of the Registers and articles
  • Miscellaneous works viz. upkeep of the Registers
  • Authorised Registers (a) W.B.F. No.108 (b) W.B.F. No. 402

  NAZARATH SECTION

Nature of work performed by the Section

Nazarath Section plays a very important role in the Collectorate. Being the custodian of movable and immovable properties, it functions as a treasurer for making all kinds of financial transaction and maintains properties of Collectorate. It looks after Circuit House, entertainment of V.I.P.s, all matters relating to Group "D" establishment and other urgent works.

  DEVELOPMENT AND PLANNING SECTION

Nature of work performed by the Section

Planning is the sine qua-non of success in any socio-economic activity in a democratic country like ours. Development and Planning Section is the kingpin and primarily responsible for a balanced, acceptable and meaningful development of the district. This Section has a special responsibility and a definite role to play in the task of assisting and co-ordinating with various District level development agencies in formulating and implementing a reasonable satisfactory plan for all-round development of the District. The totality of all development activities at the level of the District is vested with this Section. It essentially acts as an umbrella covering the plans of individual departments / agencies and integrating them into a common one. It also monitors the progress and evaluates the performance of individual departments / agencies.

Collection and compilation of data of the District

Bringing out the profile of the District

Formulating the main strategy and thrust of District Planning

Preparation of Annual Plan / Five Years Plan

Review and monitoring of performance of various departmental plans / development activities

Close interaction between various departments and financial institutions

Establishment matters of staff under C.D. set-up and District & Block Planning set-up

Work in accordance with the District Planning Committee Act, 1994

Implementation of B.A.D.P. / M.P.L.A.D.S. / B.E.U.P. / R.I.D.F. / Minority Development / Mid-day-Meal Programme.

  DISTRICT WELFARE OFFICE, BACKWARD CLASSES WELFARE SECTION

Nature of work performed by the Section

  • Awarding stipends to SC/ST students under educational schemes both pre-matric and post-matric level
  • Community Development schemes for the benefit of the SC/ST people
  • Other Backward Classes Loan
  • Maintenance of Ashram Hostel for SC/ST students
  • Alienation and restoration of Tribal lands etc.

  JUDICIAL MUNSHIKHANA SECTION

Nature of the works performed in brief

  • Issue and renewal of arms licences and other works as per Arms Act. 1959 and Arms Rule, 1962.
  • Preferring appeal before the Hon'ble High Court against aquittal  orders passed in the Lower Courts.
  • The premature release of Life Convict and temporary release on Parole.
  • Empowerment and deployment of the Executive Magistrates on different law and order duties.
  • Deployment of Executive Magistrates in holding inquest and recording dying declaration as per Section 174/176 Cr.P.C.
  • Issuing Fire works / calcium carbide licenses and poison licenses and renewals thereof.
  • Monitoring the works of Executive Magistrates holding courts.
  • Monitoring the works of P.P. and Panel Advocates.
  • Works relating to Judicial Cash viz.
    1. Payment of carrying charges of dead bodies by the morgue attendants
    2. Payment of fees to P.P. & A.P.P.s
    3. Payment of diet cost for prisoners in Police custody
    4. Payment of post-mortem fees to medical officers
    5. Carrying cost of un-identified dead bodies by the Municipality
